<br />. <br /> <br />. <br /> <br />. <br /> <br />TO: <br /> <br />MAYOR & CITY COUNCIL <br /> <br />FROM: PAT KLAERS, CITY ADMINISTRATOR <br />DATE: MARCH 16, 1989 <br />SUBJECT: FIRE CHIEF ALLOCATION OF TIME <br /> <br />It has previously been discussed by the City Council that during <br />the 1989 and 1990 work year the Fire Chief will be working on <br />large non annual projects. A large percentage of the Fire <br />Chief's time prior to 1991 will be devoted to the completion of <br />an Emergency Preparedness Plan, the construction of a building <br />expansion at the Fire Hall and the obtaining of an aerial <br />platform ladder truck plus the associated training of the <br />firefighters for working with this vehicle. <br /> <br />In spite <br />projects <br />year for <br />allocated <br /> <br />of the work effort needed for the three large scale <br />listed above, it is estimated that an "average" work <br />the Fire Chief in Elk River would have his time <br />in the following manner: <br /> <br />ESTIMATED PERCENTAGE OF TIME FOR <br />DUTIES AND RESPONSIBILITIES <br /> <br />Administration 35% <br />Fire Codes and Ordinances 20% <br />Training and Meetings 10% <br />Finances 5% <br />Maintenance-Vehicle & Station 15% <br />Emergency Preparedness 15% <br /> <br />The list of duties and percentages of time do not include any of <br />the larger projects that we know will be happening in the near <br />future. There may be other large projects in 1991 or beyond that <br />do not allow this estimated percentage of time to be realized. <br />We will have to keep close track as to how Russ will be spending <br />his time in the next few years so that we can better understand <br />which projects and work areas are receiving Russ' attention. <br /> <br />The estimated percentage of time for duties and responsibilities <br />is listed in this memo rather than within the job description. <br />This memo is anticipated to be included within the personnel file <br />so that there is a clear understanding of how the City Council <br />and myself, as City Administrator, anticipate that the Fire Chief <br />would function for the City of Elk River in an average or typical <br />year. <br />
