<br />. <br /> <br />. <br /> <br />. <br /> <br />Changeable copy sign (automatic) means a sign on which the copy changes <br />automatically, such as time, temperature, and stock market indexes, but does not include <br />message signs on a lamp bank or through mechanical means. <br />Changeable copy sign (manual) means a sign on which copy is changeable manually <br />rather than by automation. <br />Clearance (of a sign) means the smallest vertical distance between the grade of the <br />adjacent street or street curb and the lowest point of any sign, including the framework <br />and embellishments, extending over that grade. <br />Clearcutting means the removal of an entire stand of vegetation. <br />Closure statement means a statement prepared by the park owner clearly stating that the <br />park is closing, and addressing the availability, location and potential costs of adequate <br />replacement housing within a 25-mile radius ofthe park that is closing and the probable <br />relocation costs of the manufactured homes located in the park. <br />Commercial planned unit developments are typically uses that provide transient, short- <br />term lodging spaces, rooms, or parcels and whose operations are essentially service <br />oriented. For example, hotel/motel accommodations, resorts, recreational vehicle and <br />camping parks, and other primarily service-oriented activities are commercial planned <br />unit developments. <br />Commercial recreation means a building, structure or open space designed, constructed <br />and operated by a private enterprise for recreational purposes and open to the general <br />public. Such facilities may include bowling alleys, tennis courts and other leisure uses. <br />Commercial use means the principal use of land or buildings for the sale, lease, rental, or <br />trade of products, goods, and services. <br />Commercial wireless telecommunication service means licensed commercial wireless <br />telecommunication services, including cellular services, personal communication services <br />(PCS), specialized mobilized radio (SMR) services, enhanced specialized mobilized radio <br />(ESMR) services, paging and similar services that are marketed to the general public. <br />Commissioner, as used in article VI, divisions 12 and 13, of this chapter, means the <br />commissioner of the state department of natural resources. <br />Common gardens mean land used by residents of a development for the production of <br />trees, vegetables, fruits and flowers. <br />Community septic system means a sewage treatment system serving two or more dwelling <br />units located outside the city's urban service district. <br />Community service agriculture means horticulture and floriculture that serves the local <br />area. <br />Comprehensive development plan and comprehensive plan mean the City of Elk River <br />Growth Management Plan, as amended by the city, including a compilation of policy <br />statements, goals, standards and maps indicating the general locations recommended for <br />various functional classes of land use, places and structures, and for the general physical <br />development of the city. It shall have the same meaning as the term "comprehensive <br />municipal plan" in the law. <br />Conditional use means uses specifically designated in each zoning use district which may <br />be permitted in such use district only by a conditional use permit. <br />Conditional use permit means a permit issued by the city in accordance with section 30- <br />651 et seq. <br /> <br />5 <br />
