For example, storm water drainage issues, <br />traffic impact studies, necessary street improvements, and environmental <br />reviews have all been completed and satisfied to accommodate the <br />development of Elk Park Center. Therefore, the purpose of this conditional <br />use permit, as well as future conditional use permits, will focus primarily on <br />specific site plan issues within the project limits. <br /> <br />OVERVIEW <br /> <br />Phase I of Elk Park Center will involve the construction and upgrading of <br />streets and utility lines within and around the Elk Park Center project. The <br />majority of this work will occur within the project itself, however, <br />improvements to School Street, Jackson Road, and the extension of Freeport <br />Avenue, will also occur. In addition to street and utility improvements, a <br />pedestrian system along Freeport Avenue and Jackson Road will be <br />constructed to facilitate easy access to the shopping center and other <br />destination points in the area (i.e., schools) by way of non-motorized methods. <br /> <br />. <br /> <br />Buildings included in the first phase are as follows: <br /> <br />· .65,800 square feet, Cub Foods <br />· 90,000 square feet, Target Store <br />· 3 retail buildings of 36,600, 29,025, and 24,600 square feet <br /> <br />246,025 square feet in total will be included in the first phase. <br /> <br />The package of plans submitted for Phase I are in general compliance with <br />the development plan approved by the City Council on December 20, 1993. <br />Also included and made part of the plans are certain improvements that were <br />specified in the conditional use permit. For example: around the ponding <br />area in the southwest corner, a chain~link fence with one inch by one inch <br />mesh has been included for security measures. <br /> <br />Attached is a letter from Michael Shields, AKRW Architects, describing the <br />architectural character, landscaping element, lighting design, signage plan, <br />and other miscellaneous items pertaining to the project's first phase. <br /> <br />. <br /> <br />pcepc.doc <br />
