<br />Elk Park Center <br />April 18, 1994 <br /> <br />Page 3 <br /> <br />e STAFF RECOMMENDATION <br /> <br />Staff recommends approval of the conditional use permit for site plan review <br />of Phase I of Elk Park Center PUD for Kraus Anderson of Elk River, Inc. <br />with the following conditions: <br /> <br />1. FINAL PLAT BE APPROVED BY THE CITY COUNCIL AND <br />RECORDED WITH SHERBURNE COUNTY. <br /> <br />2. ALL CONDITIONS STATED IN RESOLUTION NO. 93-81 BE <br />COMPLETELY SATISFIED. <br /> <br />3. A DEVELOPMENT AGREEMENT AND PUD AGREEMENT FOR <br />ELK PARK CENTER PUD BE APPROVED BY THE CITY COUNCIL. <br /> <br />4. PLANS BE REVISED IN ACCORDANCE WITH LETTERS FROM <br />STEVE ACH DATED MARCH 24,1994, AND TERRY MAURER, <br />DATED MARCH 22, 1994. <br /> <br />5. <br /> <br />ALL RETAINING WALLS SHOULD BE CONSTRUCTED OF A <br />DECORATIVE BLOCK THAT IS COMPATIBLE WITH THE <br />SHOPPING CENTER. <br /> <br />e <br /> <br />6. THE NUMBER OF SEMI TRUCKS PARKING WITHIN THE <br />SERVICE AREA BEHIND THE SHOPPING CENTER SHOULD NOT <br />EXCEED THE NUMBER OF LOADING BERTHS. <br /> <br />7. ALL LANDSCAPED AREAS BE FULLY IRRIGATED WITH <br />UNDERGROUND IRRIGATION. <br /> <br />8. A TEN (10) FOOT WIDE BITUMINOUS TRAIL BE CONSTRUCTED <br />ALONG THE EAST SIDE OF JACKSON ROAD. <br /> <br />9. A SIX (6) FOOT WIDE CONCRETE SIDEWALK BE CONSTRUCTED <br />ALONG BOTH SIDES OF FREEPORT AVENUE. <br /> <br />10. THE SIGN PACKAGE FOR THE FIRST PHASE OF ELK PARK <br />CENTER PUD MAY INCLUDE A DEVELOPMENT SIGN ALONG <br />HIGHWAY 169, A 128 SQUARE FOOT MONUMENT STYLE SIGN <br />AT FREEPORT AVENUE AND JACKSON ROAD, AND A 6 FOOT <br />HIGH BY 4 FOOT WIDE MONUMENT STYLE SIGN IDENTIFYING <br />TARGET AT THE REAR ENTRANCE OFF OF JACKSON ROAD. <br /> <br />e <br /> <br />epc.council <br />
