<br />Zone Change, Land Use Change <br />l\IIarch 22, 1994 <br /> <br />Page 2 <br /> <br />--------------------------------------------- <br /> <br />e <br /> <br />For the most part, public parks are allowed in all zoning districts as a <br />permitted use. Therefore, the current situation with Orono Park being zoned <br />R4 is appropriate in terms of zoning ordinance application. However, public <br />parks are most commonly found in low and medium density residential areas <br />in order to be in close proximity to those who use the parks. The second <br />reason for considering this request is to provide some continuity to both the <br />land use plan and zoning map. As mentioned earlier, a majority of Orono <br />Park is currently zoned Rl with a land use of Medium Density Residential. <br />Amending the land use plan map and rezoning this described property will <br />better reflect the intended use as park and be compatible with the single <br />family residential area to the south. <br /> <br />RECOMMENDATION <br /> <br />Staff is recommending the Planning Commission recommend approval of the <br />following: <br /> <br />e <br /> <br />A. Comprehensive Land Use Plan Amendment changing the land use <br />from HR (High Density Residential) to MR (Medium Density <br />Residential) based on the following: <br /> <br />1. <br /> <br />The land use plan change will provide some continuity with -the <br />intended use as park and the existing park area. <br /> <br />2. The City currently has a high percentage of multi-family land <br />use and is trying to achieve an appropriate mix by increasing <br />low and medium residential land uses. <br /> <br />B. Rezoning from R4 (Multi-family Resideri.tial) to Rlc (Single Family <br />Residential) based on the following findings: <br /> <br />1. Times and conditions have changed to warrant the rezonmg <br />from Multi-family to Single Family. <br /> <br />2. The rezoning will better reUect the intended use of the property <br />as public park. <br /> <br />3. The rezoning will provide continuity with the remainder of <br />Orono Park, which is presently zoned Rlc, and compatibility <br />with the surrounding residential areas to the south. <br /> <br />e <br /> <br />pczclu.doc <br />
