<br />'I <br /> <br />. <br /> <br />. <br /> <br />HEALTH CARE DELIVERY COMMISSION MINUTES <br />September 16, 1993 <br />6:00 p.m. <br /> <br />DRAFT <br /> <br />Present: Steve Dittbenner, Rob Dreissig, Mark Stutelberg, M.J. <br />Swanson, Torn Tyler, Dr. Rock <br />Absent: Dr. Goldsteen <br /> <br />Meeting called to order at 6:15 p.m. by Steve Dittbenner. <br /> <br />., <br /> <br />1. M.J. pointed out that our meeting was not published in the <br />local newspaper or The Current. Steve said he would check <br />into this for future meetings. <br /> <br />2. M.J. asked about the turn-around times on runs. Mark did not <br />have the figures, but said he would get them. <br /> <br />3. <br /> <br />M.J. and Tom asked Steve if the service had taken any steps <br />toward upgrading the level of training and service. Steve <br />said that three more people have been added to the service <br />roster. He said that there have been no steps taken to <br />formally upgrade the level of training or service at this <br />time. He said that the service would eventually go to ALS, <br />but would first go to EMT-I level. He had no specific plan in <br />place as to how and when this would happen. <br /> <br />e <br /> <br />The issue of starting intravenous fluids (IVs) at the scene <br />was discussed. Steve said that Dr. Letourneau said that the <br />state would allow EMT-I level to start IVs for fluid <br />replacement, only. Steve said the service was generally in <br />favor of moving to EMT-I level. He said they may have a few <br />members quit if this happened. Dr. Rock endorsed the EMT-I <br />level and felt that two IV lines should be established in all <br />trauma cases. Steve did not know how Dr. Goldsteen felt about <br />the issue of EMT-I and IVs. Dr. Rock felt Steve should check <br />with Dr. Goldsteen about this. Steve added that he felt a <br />maj ori ty would vote in favor of moving to EMT- I level, <br />however, there has been no official discussion among the <br />members or no vote taken. <br /> <br />e <br /> <br />M.J. questioned the Commission as to whether it was within our <br />jurisdiction to make a recommendation to the city council to <br />take steps toward moving to EMT-I level. Mark was initially <br />opposed to doing this. His reasoning was that he felt we <br />would be putting Steve "behind the eight ball" on the issue <br />and felt members may resign because of it. M. J. and Torn <br />voiced the concern that the service was not taking specific <br />action in planning a timetable and the steps necessary to move <br />to EMT-I in a timely fashion. They felt this was important <br />and that the city council should be approached with a <br />recommendation reflecting that the service take steps to <br />formally consider going to EMT-I level. M.J. made a motion to <br />
