Personnel Memo
February 10, 1994

Page 5

.

where the "buck would stop." This added responsibility is certainly worth some
pay increase. I still recommend $45,000 for 1994 for this added responsibility.
Bill is currently at $43,169 in 1994.

Regarding the extra vacation issue, this is more of a principle issue with Bill since
he has more comp time on the books than he can reasonably take in any given
year. Part of this request for an extra week of vacation relates to the fact that
when Steve Ach was hired, he got three weeks of vacation; and that when Bill was
hired he did not appreciate or understand the fact that there was some negotiations
for City benefits that were possible. I have mixed feelings on this vacation issue
but strongly support the pay increase.

ITEM #8 - Employee Vacation Schedule...This issue received very little
discussion on 1/3/94. A few employees who are near the top of the vacation
schedule are asking whether or not the City would consider adding more vacation
time for employees that have worked for the City for more than 20 years - similar
to what exists at the Utilities or the County.

e

The above paragraphs are a recap of the issues discussed on 1/3/94. The other two issues
that may need a brief discussion at this meeting are the employees benefit issue and the
personnel coordinator position. At this time I do not expect any significant change in our
employee benefits in 1994. Restructuring the City Benefits Program is a time consuming
endeavor and at the very earliest this is a 1995 project. Regarding the personnel
coordinator position , I think that there is more than enough personnel related work to
keep this employee busy on an ongoing basis and I still recommend the filling of this
position.

I am not 100% sure of the overall intent of this personnel work session by the City
Council, but, I and the rest of the City Staff await City Council direction on how to
proceed in dealing with the requested items from the 1/3/94 meeting and other City
personnel issues.

.
