Essentially, superAmerica is <br />planning to install temporary utility lines with the intention <br />of hooking up when the trunk sanitary sewer is extended from <br />School Street and Freeport. However, depending upon the timing <br />of the extension of the trunk sanitary sewer, and the <br />construction of the SuperAmerica site, the improvements may <br />be coordinated where SuperAmerica could install their <br />permanent utility lines concurrently with the planned trunk <br />utility extensions. Please refer to Terry Maurer's report for <br />more information on this issue. <br /> <br />B. CONDITIONAL USE PERMIT <br /> <br />The second request is for a conditional use permit to operate a <br />motor vehicle station and convenience store. The proposed <br />building would be approximately 3400 sq. ft. along with 6 pump <br />islands for dispensing gasoline. The proposed site plan for <br />superAmerica identifies two access points to the site. The <br />first is a right in right out on 193rd Avenue, approximately <br />170 feet from the intersection of Highway 169. The second is a <br />driveway from the east which connects with 193rd Avenue just <br />beyond the median allowing for full right and left hand turns <br />to occur. SuperAmerica has modified their site plan to <br />address staff's original concern about providing adequate <br />circulation around the pump islands. The site plan provides 11 <br />parking stalls, which happens to be 7 stalls short of the <br />ordinance requirement given the proposed size of the building. <br />However, the Planning Commission agreed that a majority of <br />customers would be purchasing gas and would not be using the <br />designated parking stalls. <br /> <br />LANDSCAPING <br /> <br />landscape plan does not meet the strict <br />landscaping ordinance, the plan does <br />of overstory, ornamental and coniferous <br />a well balanced plan.
