Resolution ordering the improvement and the preparation of plans and specifications. <br /> <br />Note: This action may be taken any time within 6 months after the public hearing. <br />Beyond that a new public hearing must be held. If the project was initiated by <br />petition of the owners of more than 35 percent of the frontage, this resolution <br />must be adopted by at least a 4/5 vote. <br /> <br />7. Resolution approving the plans and specifications and ordering the advertisement for <br />bids. <br /> <br />Note: If the estimated construction cost is under $100,000 at least 10 days must elapse <br />between the first advertisement and the bid opening. Over $100,000 at least three <br />weeks (21 days) must elapse. <br /> <br />8. Resolution accepting the bids and directing the Mayor and City Administrator to enter <br />into a contract with the lowest responsible bidder must be done within one year of <br />resolution ordering improvement. <br /> <br />9.
