<br />TYPICAL MINNESOTA STATUE 429 <br />IMPROVEMENT PROJECT PROCESS <br /> <br />1. Project Initiation <br /> <br />a. By petition of effected property owners. <br /> <br />b. Unanimous petition of effected property owners. <br /> <br />c. By City Council action. <br /> <br />2. <br /> <br />Resolution ordering preparation of report on improvement and declaring <br />of petition if appropriate. <br /> <br />adequacy <br /> <br />Note: This resolution should be published in the official newspaper after adoption. <br />Unless there is a challenge to the determination of adequacy within 30 days, the <br />determination cannot be challenged in the future. <br /> <br />3. Engineers Report <br /> <br />a. Feasibility of proposed improvement. <br /> <br />b. <br /> <br />Whether improvements should be made as proposed or with other improvement. <br /> <br />c. Cost of improvement as recommended. <br /> <br />4. Resolution receiving the feasibility report and calling for hearing on improvement. <br /> <br />Note: If 100% of effected property owners petition for the improvements, they may also <br />waive their rights to the public hearing. <br /> <br />5. Notice of Public Hearing <br /> <br />a. Time and place of hearing. <br /> <br />b. General nature of improvement. <br /> <br />c. Estimated cost of improvement. <br /> <br />d. Proposed area to be assessed. <br /> <br />e.
