During the design phase, <br />consideration would be given to whether a 5-foot wide sidewalk should be <br />provided on both sides of Freeport, or a slightly wider sidewalk along one <br />side of Freeport. The latter alternative would provide additional space for <br />landscaping associated with the commercial development. The other major <br />recommendation from the Park and Recreation Commission would be that a <br />detached pathway suitable for bike traffic be provided along Jackson A venue <br />between School Street and TH 169. <br /> <br />10. <br /> <br />Re-analyze the traffic control needs at the intersection of School Street <br />and Jackson Avenue. <br /> <br />As mentioned previously, with proper geometric improvements, this <br />intersection will continue to operate adequately from a traffic volume <br />perspective with four-way stop sign control. However, it will most likely <br />operate in a safer manner for both vehicles and pedestrians if signalized. <br /> <br />11. <br /> <br />Re-analyze the signalization of School Street and Freeport and the <br />coordination of this signal with TH 169 and School Street existing <br />signals. <br /> <br />As stated previously, with the development of Elk Park Center, the School <br />Street/Freeport Avenue intersection must be signalized, and the traffic signal <br />must be coordinated with the existing signal at the School Street/TH 169 <br />intersection. Proper coordination and timing will be essential to ensure that <br />vehicles on School Street are cleared with each cycle, to avoid long queues <br />in an area where they cannot be tolerated. It is anticipated that MnDOT will <br />require a 150 second cycle time on the TH 169/School Street signal. Given <br />this, the Freeport/School Street signal would likely have a 75 second cycle. <br />This means the Freeport intersection signal would cycle twice to every <br />TH 169 signal cycle. <br /> <br />Re-analyze the improvements needed to Jackson Avenue both from the <br />Freeport intersection to TH 169 and between Freeport and School Street. <br /> <br />Improvements on Jackson A venue at the intersections of School Street, <br />Highland Avenue, Freeport Avenue, and TH 169 have already been <br />discussed. South of Freeport A venue, the Elk Park Center development <br />alone does not necessitate immediate improvements to the existing two lane <br />facility. North of Freeport, a four-lane urban design is recommended. <br /> <br />-8- <br /> <br />230-152.10 <br />
