The numbers listed above indicate those
students that do not receive busing and must walk. They do not
necessarily reflect the students that are eligible for busing but choose
to walk.

b. The School District has the ability to designate areas close to the
school as "hazardous" and proceed to provide busing for students in
these areas. Currently, the School District has areas that they utilize
this approach. These would include areas east of TH 169 and north
of the Senior High in the School View area. Vera felt that some day
those areas south of School Street would be design~ted as hazardous
zones and students would be bused from them.

c. Vera indicated that she knew of no state law which prohibited
students from crossing a four lane road. This was in response to the
issues raised at the Public Hearing indicating that walking students
would not be allowed to cross School Street should it become a four
lane facility. She did indicate that an appropriate crossing location
would have to be designated. This could likely be at the intersection
of Freeport A venue with the installation of signals. The School
District would favor the construction of a sidewalk along the south
side of School Street to facilitate student movements to a crossing
area.

d. We raised the question about student traffic between schools, and
Vera indicated that there was no great amount of this. There is a
program where time is shared with non-public schools in the area,
but all of these students are bused.

e. Vera was asked once again about the amount of bus traffic to factor
into the reanalysis of traffic issues. She indicated that the
information that was gathered 18 months ago when the initial traffic
study was performed would still be valid. Therefore, this
information was utilized for the reanalysis of traffic in the area.

The second issue relative pedestrian movements would be facilities associated
with the proposed development to facilitate normal pedestrian movements
throughout the area. In accordance with the Park and Recreation
Commission recommendations from their February 3, 1993, meeting, it is
proposed that Freeport Avenue from School Street to Jackson Avenues

. -7-

230-152-10
