The reason for this suggestion ls the sanitary sewer <br />and water services are typically put in first, then the other utilities sucn as telephone, gas, <br />electric, and cable TV are put in the boulevard or utility area. Finally, a homeowner comes to <br />build a new home and oftentimes has to dig through the other utilities to get to the sewer and <br />water service. If the sewer and water service are extended to the outer edge! of the drainage and <br />utility easement, then it is clear digging between the new home and these liltilities. Therefore, <br />there should be no concern about conflicts between gas, electric, telephone~ or cable TV; when <br />extending services to a new home. <br /> <br />On the recent Heritage Development project, this concept was wholehearreply endorsed by the <br />developers and the project is proceeding that way. On another lecentproject, the developer was <br />not in favor of extending services beyond the right-of-way because of ithe additional cost <br />associated with the 10- foot extension of each sanitary sewer and water sertice. Because there <br />was no policy in effect, we were forced to follow previous policy and only' extend the services <br />to the property line. <br /> <br />We believe that the suggestion to extend sanitary sewer and water systems 110 the outside of the <br />front yard easement is a good one. We believe that the only exception sh~uld be areas where <br />it would require removal of trees to extend to this point. Therefore, we wopld recommend that <br />both the City Council and the Utilities Commission be asked to make this a policy of the <br />respective bodies that the services be extended to that point.
