<br />rei ~'\) <br />( )j <br />fl~ <br /> <br />ITEM 4.2. <br /> <br /> <br />TO: <br /> <br />FROM: <br /> <br />MAYOR & CITY COUNCIL <br /> <br /> <br />::O::E::: :::t!PiNISTRATOR <br /> <br /> <br />// <br />SEWER AND WATER STUB-!INS POLICY <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />This past summer, the City Council and Utili tiies Commission <br />both passed motions which changed the policy regarding sanitary <br />sewer and water services being stubbed-in to new subdivisions. <br />The previous policy was that these services wer~ stubbed-in to <br />the edge of the public right-of-way. The new policy approved <br />by the Commission and Council was to have these municipal <br />services stubbed-in to the outer edge of the easements. This <br />essentially required that the stub-ins be extended <br />approximately ten more feet into the front ya~ds of future <br />homesites. . <br /> <br />Attached for your review is the <br />Council and Commission minutes from <br />issue. <br /> <br />background memo <br />the past summer <br /> <br />and City <br />on this <br /> <br />e <br /> <br />The sewer and water utilities are installed qeeper than the <br />other utilities and the sewer and water ~tilities are <br />perpendicular to the other utilities. By this I mean the sewer <br />and water runs from the street directly into thei home, while <br />the electric, gas, Cable TV, etc., run along th~ street in the <br />front yard easements. <br /> <br />Previously, the water and sewer would be stubbed- iin to the edge <br />of the right-of-way, then the electric, gas, Cable TV, etc., <br />utilities would be put into the easement. Then when a house <br />was built, the sewer and water would have to be eixtended and go <br />underneath these other utilities. The conflict in this process <br />was difficult to eliminate and one solution was to extend the <br />sewer and water further during the initial s'tages of the <br />development. This solution was accepted by ~he Council and <br />Commission. This solution also carries and extra IcoSt for the <br />developer; however, this developer cost is less ~han the future <br />homeowner cost as the conflict with the utilities that run <br />perpendicular to the sewer and water line is eliminated. <br /> <br />If the electric, Cable TV, gas, etc., were installed in <br />right-of-way and not in the easement, then there would be <br />need to have the sewer and water extended beyond <br />right-of-way. However, when these utilities are placed in <br />easement, the conflict exists unless the sewer and <br />utilities are extended to the easement boundary. <br /> <br />the <br />no <br />the <br />the <br />water <br /> <br />e <br /> <br />Developer Rick Foster has requested that the Council reevaluate <br />the current City policy and will be in attendance at this <br />meeting to discuss his concerns. <br /> <br />, <br />P.O.
