<br />e <br /> <br />did not want to be referred to as a therapist, but only as a <br />person administering massage as a relaxation device. <br /> <br />The Council requested that I check with Coon Rapids regarding <br />its ordinance on this subject. The City Clerk informed me that <br />there is a draft ordinance that has not yet been heard by <br />Council. The language in the draft ordinance is as follows: <br /> <br />"Itinerant Massage Services" shall mean massage activities <br />conducted at the client's place of business. All such <br />activity shall be conducted in a public area by a trained <br />or experienced masseur or masseuse. The massage shall be <br />limited to the client's face, neck, shoulders and back, <br />and the client shall remain fully clothed at all times. <br />No such activities shall exceed ten minutes in length per <br />client." <br /> <br />This language does not require that the masseur or masseuse <br />show proof of training, only that the person be trained or <br />experienced. <br /> <br />The reason for requ1r1ng a certain amount of hours of training <br />is to be sure that 1) the person is reputable; 2) the person <br />administering the massage has had some training and has some <br />knowledge as to the anatomy of the body. <br /> <br />~ RECOMMENDATIONS: <br /> <br />1) Leave as is - 48 hours training required. <br /> <br />2) Require certificate showing that training has been acquired <br />from a reputable school of Therapeutic Massage, however, no <br />minimum number of hours required. <br /> <br />3) Same as Coon Rapids "draft" ordinance language as stated <br />above requiring that the person be only trained or experienced. <br /> <br />City Attorney Peter Beck has drafted alternative revisions to <br />the existing "draft" ordinance. The Council can adopt the <br />existing ordinance or adopt the revisions drafted by Peter <br />Beck. These revisions are attached to this memo. <br /> <br />tit <br />
