<br />. 'Since City Hall was open for business Friday, Nov. 1, the day
<br />f i of the infamous blizzard, the Elk River City Council decided
<br />that those who reported for work should be paid their regular
<br />, wages for hours worked and use sick time for hours not

<br />The Elk River City Council asked its staff to stop people from
