Some of these vehicles are <br />listed "for sale" and are parked there for several days. Still <br />other vehicles have taken to parking on the green areas of this <br />property. <br /> <br />In an effort to regulate and possibly to restrict this <br />activity, the Elk River City Council will be asked to authorize <br />the installation of "no parking in excess of 24 hours" signs <br />and/or other signs that may be appropriate. <br /> <br />BACKGROUND <br /> <br />Many citizens and C1V1C leaders view the U.S. Highway 10 and <br />Main Street intersection as Elk River's front door. This <br />statement is particularly true in light of the Bank of Elk <br />River's recent landscaping enhancements on their property as <br />well as the City's recent and/or planned landscaping <br />improvements along Highway 10, etc. <br /> <br />Although a portion of the old creamery property will likely be <br />conveyed to United Power Association (UPA), the City of Elk <br />River will retain a large portion of this property for a park <br />and ride lot and/or additional green space for landscaping <br />enhancements. Within this landscape area, it is also likely <br />that the Elk River Area Chamber of Commerce may site a more <br />permanent office building for its operations. <br /> <br />Attached to this memo is a November 13, 1991 article from the <br />Elk River Star News regarding the Council's desire to <br />prohibit the selling of cars on the old creamery property. <br />Over time, additional cars, parked long-term, have appeared on <br />this property. The best way to limit this activity and to <br />reinforce the concept of Elk River's front door, is to post <br />signs. These signs may likely indicate "no parking in excess <br />of 24 hours" or "no parking on the grass". <br /> <br />ACTION REQUESTED <br /> <br />The Elk River City Council will be <br />installation of certain regulatory signs <br />property. <br /> <br />asked to authorize the <br />on the old creamery <br /> <br />P.O.
