<br />e <br /> <br />e <br /> <br />e <br /> <br />CUP, Jim LaRose <br />July 19, 1993 <br /> <br />Page 2 <br /> <br />--------------- <br /> <br />with the other uses such as theater complex, and <br />amusement recreational uses in the area. <br /> <br />other <br /> <br />RESTAURANT <br /> <br />The proposed restaurant would occupy the vacant <br />previously occupied by the billiards establishment. <br />restaurant will occupy roughly 3,400 sq ft of floor area. <br />LaRose plans on applying for a liquor license from the <br />Council to sell beer and wine along with ordered entrees. <br /> <br />space <br />The <br />Mr. <br />City <br /> <br />PARKING <br /> <br />Based on the existing tenants and vacant future retail <br />establishments within the building, total parking stalls <br />required would be 51 stalls. There are presently 45 stalls <br />available. However, 6 new stalls could be added if a parking <br />problem begins to occur. Installing the additional 6 stalls <br />would meet the current City requirements for parking purposes. <br />Because of different peak hours of operation and 3 bays <br />presently being vacant, parking should not become a problem by <br />adding the restaurant to this multi-bay commercial building. <br /> <br />LANDSCAPING <br /> <br />Existing landscaping was installed according to previous <br />landscaping standards. Therefore, the current standard of 1 <br />tree for every 40 feet of perimeter distance is not satisfied. <br />According to the current landscaping standards, 35 trees would <br />be required on this site if it was developed today. The <br />Planning Commission may wish to include a condition whereby <br />some additional trees be installed in an attempt to bring the <br />site into compliance with current landscaping requirements. <br /> <br />RECOMMENDATION <br /> <br />Staff recommends approval of amending the PUD agreement to <br />allow Class I restaurants on Lot 5, Block 1, Elk River Plaza <br />Second Addition with the following conditions: <br /> <br />1. IF A PARKING PROBLEM BEGINS TO OCCUR, ADDITIONAL <br />PARKING STALLS SHALL BE INSTALLED TO ALLEVIATE THE <br />PROBLEM. A REVISED SITE PLAN MUST BE SUBMITTED FOR <br />CITY REVIEW PRIOR TO COMMENCING WORK. <br /> <br />2. IF LIQUOR IS TO BE SERVED WITHIN THE ESTABLISHMENT, A <br />LIQUOR LICENSE NEEDS TO BE OBTAINED FROM THE CITY <br />COUNCIL. <br /> <br />3. <br /> <br />IN AN ATTEMPT TO MEET CURRENT LANDSCAPING <br />REQUIREMENTS, 10 OVERSTORY TREES BE INSTALLED <br />THROUGHOUT THE SITE. <br />
