CU <br />93-23 AND V 93-05 <br /> <br />PROPOSED LOCATION <br /> <br />503 Jackson Avenue, Elk River, MN. <br /> <br />OVERVIEW <br /> <br />Joe Barsody, in conjunction with Mora Credit Union, is <br />requesting a conditional use permit for a financial institution <br />and a variance to the rear yard parking setback. Mora Credit <br />Union is proposing to occupy approximately 1,000 sq ft in a <br />6,240 sq ft office building that has recently been renovated. <br /> <br />e <br /> <br />The variance request involves <br />located on the west side of the <br />on the property line, which <br />adequate traffic circulation <br />window. <br /> <br />expanding the parking area <br />building. The parking would be <br />is necessary to accommodate <br />and utilization of the drive-up <br /> <br />Attached to this memo is the report to the Planning Commission <br />which explains the issues in detail. <br /> <br />DRAINAGE CONCERNS <br /> <br />Following the Planning Commission meeting, a concern relative <br />to storm drainage was raised by a neighboring project. Terry <br />Maurer and I visited the Mora Credit Union site to evaluate the <br />ditch system west of the property. Attached is a memo by Terry <br />Maurer outlining the storm drainage issue as well as conditions <br />to improve the system. <br /> <br />AMENDMENT TO STAFF RECOMMENDATION <br /> <br />In response to the storm drainage <br />issue, staff recommends including <br />part of the conditional use permit: <br /> <br />and traffic circulation <br />the following conditions a <br /> <br />7. A CATCH BASIN AND STORM SEWER BE INSTALLED WITHIN THE <br />NEW PARKING LOT AND PIPED TO THE EXISTING DITCH. <br /> <br />8. <br /> <br />EXISTING DITCH BE CLEANED BY THE PROPERTY OWNER TO <br />IMPROVE DRAINAGE FROM THE NEW PARKING AREA. THIS <br />CLEANING SHOULD OCCUR ALONG THE WEST PROPERTY LINE <br />AROUND THE SOUTHWEST CORNER TO THE EXISTING CATCH <br />BASIN. <br /> <br />e <br /> <br />P.O.
