<br />1994 Staffing Needs <br />6/30/93 <br /> <br />Page 2 <br /> <br />- <br /> <br />Working on revising the City employee insurance package <br />and benefits package. <br /> <br />- Ensuring compliance with the state Comparable Worth law. <br /> <br />- Coordinate the recruitment and hiring process of new <br />employees. <br /> <br />- Monitor and improve the City wellness/fitness program and <br />the WIP (currently only offered to police union employees). <br /> <br />- Develop a City employee training program. <br /> <br />- Develop a City employee assistance program. <br /> <br />- Implement the employee safety program. <br /> <br />- Update the City Personnel Ordinance as appropriate. <br /> <br />- Ensure compliance to all state and federal laws relating <br />to personnel...family leave law, sexual preference law, <br />employee benefits for partners law, etc. <br /> <br />- Monitor proposed and new state and federal personnel laws. <br /> <br />e <br /> <br />Additionally, under the "administrative assistant" title, this <br />position could take the lead in such projects as improving the <br />City risk management program, being the City staff coordinator <br />for the Library expansion project, and serving as the City <br />liaison for the Senior Citizen program. <br /> <br />Personnel has become a very technical and specialized work <br />responsibility within municipalities. Personnel in Elk River <br />is currently one of the easiest responsibilities to "let slide" <br />as it is somewhat of an invisible issue and is sometimes not <br />dealt with until problems develop. The City must take a <br />pro-active approach to our personnel needs and be prepared for <br />issues and problems before they develop. <br /> <br />e <br /> <br />By removing most of the personnel work from Lori's desk, she <br />would be able to apply more time to ongoing projects and more <br />closely monitor the responsibilities of the Finance Department. <br />This position would also allow me more time to spend on the <br />municipal budget, public improvement projects, the capital <br />improvement program, special projects, and to actually do some <br />personnel work. By this last statement I mean that I will be <br />able to actually do some written personnel evaluations for the <br />department heads and also will be able to spend some time on <br />the overall staff organization and development. Additionally, <br />I have been very lax in my professional City management <br />organization and it is appropriate that I begin to get more <br />active in the League of Minnesota Cities and the State City <br />Manager's Association. Work in Elk River has become so hectic <br />for my position that in 1993, I missed the State City Manager's <br />
