Box 490
Elk River, MN 55330

RE: Christopher Carr Proposal

Dear Mr. Leeseberg;

We have reviewed air photos and a drawing dated 5/03/06 for the Chris Carr property (75-113-1403)
located adjacent to CSAH 13 and within section 13 of the City of Elk River. I have had conversations
with Bryan Salcome from JOA and submit the following comments.

We will grant access for Lot 2 to CSAH 13 as proposed, based on the fact that there is a FEMA
floodway on this prope~, which prohibits use of a shared driveway. Under certain scenario's, the
proposed access of 211 h Avenue could meet the current spacing requirements for a future street
connection to CSAH 13 and will be approved for Lot 2. An access permit will be required, subject to
formal review and acceptance by the City. The 211th Avenue designation on the drawing does not
guarantee a future City street at this location.

At this time the existing access for Lot 1 to CSAH 13 may remain. If/when any future subdivision of
Lot 1 occurs; this access to CSAH 13 must be eliminated.

If you have any questions call me at 763-241-7013.

Sincerely,
4:i~~

Richard D.
