TO: MAYOR AND CITY COUNCIL

FROM: PATRICK KLAERS, CITY ADMINISTRATOR

DATE: APRIL 9, 1993
SUBJECT: CIP WORK SESSION ON 4/13/93

13, 1993, meeting was originally to have
e remaining Annual Reports pr nted the City
Ho ver, due to the work involv with the relocation
of City faci .ties, the two Annual ports that generate the
most discussion ( lice Annual Repo and the Finance Annual
Report) are not ady for pre tation to the Council at this
time. Accordingly, we ill d n Annual Report that generates
a lot of discussion u oing and Zoning Annual Report) and
will hopefully be able some capital improvement program
work.

.

A D.A.R.E. pres tation has added to the agenda so the
Council can ss this issue before ything is made public
at the Apr. 20, 1993, Chamber of mmerce meeting. Also,
please not the list of staff updates at needs Council
discussi As the meeting is scheduled to in at 6:00 p.m.
on Tue ay, April 13, 1993, it is still anticipa d that some
CIP ork can be accomplished. If the City Council believes
t this is not the case, please advise me so that I can
notify the City Engineer and the Finance Director.

At the last CIP work session on 3/30/93, the City Council began
prioritizing the 1993-97 work projects. No projects were
deleted from the previously developed lists but some priorities
on which projects are most important to the Council began to be
established. Mayor Duitsman provided his list of high priority
projects and when we began our discussion on available
finances, it became clear from Council members comments which
projects are high priorities.

At this 4/13/93 meeting, I would like to continue to discuss
available finances for the CIP with the City Council. We can
briefly review the finances presented at the last meeting and,
in more detail, present the remaining financing sources that
are available for the CIP. A concern that must be kept in mind
is how much of the available money should be spent immediately
versus how much should be saved (and added to) for larger scale
projects in the future.

.

Also, a concern that has previously been discussed is making
sure a realistic project schedule is developed. We do not want
to try to do three years of work in one construction season
based on financial and staff time limitations. An example of
this time limitation concern is all of the work that has been
requested by the City Council that the City staff needs to
present back to the City Council at future meetings.
