<br />rei -'\) <br />( )j <br />tIi~ <br /> <br />ITEM 6. <br /> <br /> <br />TO: <br /> <br />MAYOR & CITY COUNCIL <br /> <br />River <br /> <br />FROM: <br /> <br />PAT KLAERS, <br /> <br /> <br />DATE: MAY 5, 1993 <br /> <br />SUBJECT: CIP AGENDA MEMO <br /> <br />Following the EDA meeting, a City Council <br />Program (CIP) Work Session is scheduled. <br />to the CIP meeting by 8:15 or so, and spend <br />and one half finishing up our discussion on <br /> <br />Capital Improvement <br />Hopefully we can get <br />an hour to an hour <br />the CIP revenues. <br /> <br />. <br /> <br />Attached for your review is the most recent CIP memo and CIP <br />minutes. We have not really had an opportunity to discuss the <br />issues included in the 4/9/93 memo which discusses the goals <br />for the next CIP meeting and summarizes direction given to the <br />staff at the 3/30/93 CIP meeting. Please review this material <br />prior to the 5/10 CIP meeting and we will begin where we left <br />off with a brief review of revenues discussed on 3/30 and <br />discuss in more detail the revenue funds that have not been <br />previously discussed (beginning with the Liquor Store Fund). <br />1993 and 1994 work projects began to be more clearly identified <br />when we reviewed available finances on 3/30 and I anticipate <br />more priorities to be established as we continue to review <br />finances. <br /> <br />Additionally, it should be mentioned that the 4/24/93, <br />Saturday, Special City Council Work Session, when City <br />engineering items were discussed, should most definitely be <br />considered part of the CIP. Doing transportation, storm <br />drainage, and Wastewater Treatment System improvements are long <br />term capital improvements that involve substantial City funds. <br /> <br />. <br /> <br />One project that has not been discussed in much detail, but <br />needs to be discussed as it very well could be a 1993 project, <br />is the Central Business District sidewalk replacement issue. <br />The red cobblestone sidewalk was installed in 1988 in response <br />to a recommendation from the Downtown Beautification <br />Committee. It is clearly apparent that this sidewalk is not a <br />success. Also, it is clearly apparent, that the City is going <br />to have to do something soon to improve the situation. What <br />action is necessary, and how much City participation is <br />necessary, is anybody's guess at this point. The bare minimum <br />expense for a total removal of the sidewalk and replacement <br />with a flat, gray sidewalk is $105,000. To do something more <br />decorative with aggregate or brick will certainly be more <br />expensive. It may be appropriate to seek at least half payment <br />of this project from benefitted property owners. All in all, <br />this issue is one that needs Council discussion in the very <br />near future. <br /> <br />P.O.
