Memorandum -(I ITEM 4.1 . ElI( To: Mayor and City Council From: Thomas D. Zerwas, Chief of Police -r-~ ' Date: April 8, 1993 Police Department Subject: SECONDARY D.A.R.E. OFFICER Recently, I was visiting with Linda Fredrickson from Marketing Images of Elk River at a Chamber function. Linda assisted our department in 1992 by spearheading Lucky Duck Days for D.A.R.E.. The conversation was in regards to the D.A.R.E. Program and if the Elk River Police Department had any needs that she could assist with in aChieving our goals. I indicated to Linda our desire to have an additional D.A.R.E. officer in the secondary schools. This officer would conduct a course on D.A.R.E. for all of the 7th graders in the Independent School District #728. I indicated to Linda that this would be a great addition to our department; however, funds were very tight and we hadn't pursued it. . A couple weeks went by and I received a call from Linda; she indicated that she may have come up with a fund-raising event that could possibly support the Secondary D.A.R.E. Officer position. Linda indicated that the Suburban Northwest Builders Association had expressed their willingness to participate in an event called D.A.R.E. To Build A House In Seven Days. Linda indicated this event, after expenses, could possibly raise about $50,000.00 (fifty thousand dollars). I indicated to Linda that I would be very interested in pursuing this; however, I wanted the City Council's blessing before we pursued it further. Two meetings with Linda and Rick Olson took place after this discussion; Rick is affiliated with Rick Olson Seminars and had participated in a house building fund raiser in California where a house was built in seven days. These meetings also included city and school staff. At the last meeting on April 6th, 1993, it was decided that we should present this information to the City Council and seek their permission in pursuing this fund-raising event. At 'Open Mike' on April 13, 1993, Linda Fredrickson, Rick Olson, Linda Causton (ISD #728), and I will be present to discuss this with you. Also, I have included a proposal to Minnesota D.A.R.E. that Linda Fredrickson hand delivered on April 7, 1993. If this fund raiser is approved by the City Council and Minnesota D.A.R.E., Rick Olson would like to make a formal announcement at the Elk River Chamber of Commerce Luncheon on April 20, 1993.
