It is not usual for us to feel the need to comment on an environmental document outside of our jurisdiction. However, with the proposed development adjacent to the Anoka County border, \ve feel it is necessary to address our concerns. Our following comments are in regards to the proposed development and their potential transportation impacts to the county and regional transportation system: . The City and Developer should be aware of the "Anoka County Highway Department Development Review Process Manual," dated December 2003. The manual can be accessed through the County's \vebsite at \VW\v.co.anoka.mn.us, under the highway department link. The proposed plat within the EA W shows access onto CSAH 22 (Viking Blvd.), which is within Anoka County. The City and Developer will need to follow the development revie\v process manual and its access management guidelines. We also would encourage the City and Developer to further discuss the proposed access into Anoka County's Viking Blvd. We were under the assumption based on prior discussions with the City and a plat dated 02/17/04 that there would not be an access point onto Viking Blvd. The County does not intend to grant an access as currently shown. As discussed with the developer and City and Sherburne County officials, negotiations must continue regarding this proposed access and a future connection of Viking Blvd. (Anoka CSAH 22/CR 65) and Sherburne County CSAH 31/33 connection to TH 169.
