If the Council feels there is a significant potelltial to cause irreversible <br />envirolll1lelltal effects, they sIlall order all Environnlel1tal Impact Statelnellt (ElS) be <br />prepared for tIle project. To make their decision the COllllCil "viII consider the follo\ving <br />infoIDlation: tile EA W itself, comments received on tIle EA W, and the responses to the <br />conm1ents received. <br /> <br />Tile COUllCil sIlall order an Ellvironmental Impact Statement be prepared, if they <br />detelmine that tIle ilnpacts that may reasonably be expected by the project have tile <br />potelltial for Sigtlificant enVirOlll11elltal effects. The Council shall COllsider the impacts of <br />the project ullder the following criteria: <br />. type, extent, and reversibility of the ellvironmental effects; <br />. Clllllulative potential effects of related or anticipated future projects; <br />. tile extellt to whicll the enviromnelltal effects are subject to nlitigation by ongoillg <br />public regulatory autllority; alld <br />. the extent to \vhich envirolunental effects call be anticipated and COlltrolled as a reSlllt <br />of otller ellvironmental studies. <br /> <br />RESPONSE TO COMMENTS <br /> <br />Anoka County High,vay Department -letter froln Lance H.
