To make their decision the COllllCil "viII consider the follo\ving <br />infoIDlation: tile EA W itself, comments received on tIle EA W, and the responses to the <br />conm1ents received. <br /> <br />Tile COUllCil sIlall order an Ellvironmental Impact Statement be prepared, if they <br />detelmine that tIle ilnpacts that may reasonably be expected by the project have tile <br />potelltial for Sigtlificant enVirOlll11elltal effects. The Council shall COllsider the impacts of <br />the project ullder the following criteria: <br />. type, extent, and reversibility of the ellvironmental effects; <br />.
