This project will be completed in phases. Temporary and permanent cover crops will <br />be utilized for areas exposed to wind and water erosion. Some areas may continue with agricultural <br />operations until the final phase(s) are completed. <br /> <br />Item 8 - Permits and Approvals Required <br />We have been unsuccessful at getting a formal response from the US Army Corps of Engineers <br />representative as to how the US Army Corps of Engineers may view the proposed fills. As such, Item <br />8 is amended to include the US Army Corps of Engineers Section 404 individual permit with a status <br />of "Not yet Applied". <br /> <br />Item 1 0 - Cover Types <br />Actual land coverages of wetlands before and after are as follows: <br />Before: 44.5 acres - After: 43.63 acres <br />The after number is determined as the net result of subtracting impacts of 2.6 acres, adding <br />replacement of 1.70 acres from/to the existing basin size. <br /> <br />The total mitigation is determined by beginning with 25% of the restored wetland basin area of3 7.8 <br />acres (9 .45 acres) and adding 1/2 of the ne\vly created \\'etland of 1.70 acres (0 .85 acres) for a total <br />of 10.3 acres a <br /> <br />Additional wetland credits are available to the project resulting from creation ofbuffer strips but are <br />not shown in wetlands cover types. <br /> <br />Finally, the before and after area for lawn/landscaping is adjusted to read: <br />Before: 3.7 acres - After: 121.3 acres <br /> <br />Item 12 - Physical Impacts on Water Resources <br />The relocation of the road to the east of both \vetlands in questions is believed to be not viable. <br /> <br />It is the intent to create a total impact on Basin 5 and a partial impact on Basin 3. These impacts are <br />mitigated through the restoration of Basin 2 and the creation of ne\\' wetlands. The hydrology for Basin <br />3 is preserved vvith rear yard open space drainage and limited rooftop drainage. Impacts to Basin 3 are <br />minimized \vith the use of retaining \-valls. Basins 3 and 5 are Type 3 Wetlands. Basin 2 is a Type 1 <br />Wetland. The dominant vegetation in Basin 2 is Reed Canary Grass. The basin size and impact for <br />Basin 3 is 31,914 and 8,825 square feet, respectively and Basin 5 is 11,307 and 11,307 square feet, <br />respectively. Vegetative quality is poor for both Basins 3 and 5. <br /> <br />Item 13 - ,Vater Use <br />The City of Elk River 'ATill be preparing the response for this item. <br />
