Bernard, Transportation Planner
April 13, 2006 - Minnesota Pollution Control Agency
Prepared by William J. Lynott, Project Manager
Allan Hoebelheinrich, Undated
April 25, 2006 - Minnesota Department of Natural Resources
Prepared by Joe Kurcenka, Regional Director

The following are responses to comments received:

Anoka Counhr High,,,av Department Comments - Dated April 4" 2006
Bullets 1 and 2
The City and De\teloper are aware of the Anoka County Highway Department De\Telopment Review
Process Manual.

The single access onto CSAH 22 (Viking Boule\Tard) has been re-e\'aluated and shown in a new location
to more closely fit with discussions that occurred in early 2006 with representatives from Anoka County,
Sherburne County, City of Elk River, Bums TO\VllShip (Anoka County), Meridian Real Estate Group,
Paramount Engineering & Design and John Oliver & Associates, Inc. Those discussions resulted in an
understanding that \lvhile Anoka County would not fa\Tor an access location on the County line,
Sherburne County \vauld find fa'var \vith a single access along the north proj ect line kno\\ring that Viking
Boulevard (CH 31) will change to a State highway in the future. The proposed access to Viking
Boulevard \vould not be a direct connection to the future State high\\Tay due to a new corridor
configuration. Viking Boulevard, in the vicinity of the proposed access, \vQuld likely be a local road
with a cOlll1ection to the future State high\\ray or the County high\\ray system. With the anticipated
phasing of this project, this access is several years away from being needed, thereby giving both
Counties, City and State time to resolve this issue.

Offices in L~Jk Rh-cr ('} BUrT]s\"ille $ BrookZ'/J] C:enter €' St. (:loud
\' .:"~\ '"iF 1("J l i l-t~:' r'-J ..:: ~ (1 (...
