These issues include the following: <br /> <br />A. <br /> <br />Fresno Street Utility Alignment <br /> <br />The most desirable alignment from an engineering perspective to extend sanitary sewer <br />and water to Heritage Landing is down Fresno Street. This raises the issues of making <br />sanitary sewer and water available to the homes adjacent to Fresno Street, but deferring <br />any assessments similar to Orono Road with the 1992 Western Area Improvements. Also <br />similar to the 1992 project, if Fresno Street is disturbed for utility construction, it should <br />be replaced to the current City urban standard including storm drainage facilities to <br />eliminate the previous drainage problems in the area. These types of improvements wete <br />assessed to the existing residential lots along Orono Road in 1992. <br /> <br />We would recommend that an informational hearing be held with all the residents <br />affected by the Fresno Street alignment to discuss the proposed use of this alignment and <br />to inquire if there is any desire by the residents to look into City utilities throughout their <br />area. <br /> <br />B. <br /> <br />Fresno Street Assessments <br /> <br />If the precedent established by the previous City Council is followed, the properties <br />abutting Fresno Street would be assessed for street and storm drainage improvements but <br />not for sanitary sewer and water improvements. The sanitary sewer and water <br />improvements would only be assessed if a property owner chooses to hook up or utilities <br />are extended through the entire neighborhood. <br /> <br />1959 SLOAN PLACE.
