<br />. <br /> <br />. <br /> <br />. <br /> <br />Honorable Mayor and City Council <br />February 19, 1993 <br />Page Two <br /> <br />If the City Council agrees with the Fresno Street alignment, there are three options of <br />financing which could be followed. These are: <br /> <br />1. Install sanitary sewer and watermain, patch street, but not construct storm sewer <br />at this time. No assessment to abutting property owners. In this case, the City <br />carries the costs until assessments are made in the future. This option would <br />have some construction costs duplication when and if permanent streets and storm <br />drainage improvements are constructed in the future. <br /> <br />2. Install the improvements and assess them all against the benefitting properties at <br />this time. This would be a change from the action of the previous City Council. <br /> <br />3. <br /> <br />Install the improvements and assess only the street and storm drainage portions <br />now. The City would carry the cost of the sanitary sewer and water <br />improvements until properties chose to hook up or utilities are extended through <br />the entire area. This option follows the action of the previous City Council. <br /> <br />Either option which includes assessments could be pursued concurrently with the <br />preparation of plans and specifications for the overall improvements. To pursue <br />assessments against properties abutting Fresno Street would require the City Council to <br />authorize an amendment to the existing Heritage Landing feasibility study and then <br />follow up with a public hearing. This would need to be accomplished prior to awarding <br />a contract to construct any improvements. <br /> <br />c. County Fairground Land Acquisition <br /> <br />Any alignment of utilities from Orono Road to Heritage Landing requires acquisition of <br />County Fairgrounds property. This issue has been raised with the County previously, <br />but this project will require the issue to be resolved. This land acquisition can be <br />pursued concurrently with the preparation of plans and specifications for Heritage <br />Landing. At a minimum, however, the City will need a right of entry for use of the <br />County property prior to awarding a construction contract. Failure to acquire this will <br />delay the Heritage Landing improvements. <br /> <br />D. <br /> <br />Moldenhauer Property <br /> <br />The improvements discussed in the feasibility study also impact the Moldenhauer <br />property to the east of Heritage Landing.
