What we did do on the attached resolution for <br />approving this final plat, is word the stipulations <br />regarding the letter of credit, seal coating and park <br />dedication fees, in a way that would allow the Council to <br />follow the current policies on these issues or change the <br />policies. <br /> <br />3. Model Home Lots <br /> <br />It is the City's current policy not to issue building <br />permits, in general, until roads have a class 5 base to <br />serve as at least the equivalent of a gravel road for <br />access and sewer and water is either available or the <br />availability of sewer and water is imminent. The purpose <br />of this is to ensure a homeowner can receive occupancy for <br />their dwelling once they are issued a building permit <br />without having to worry about the performance of a <br />developer. <br /> <br />. <br /> <br />The one exception to this policy on issuing building <br />permits is for model ,homes. The logic here is that <br />builders of model homes assume some risk regarding <br />occupancy for early permits. The location of model homes <br />is approved through the platting process. The developers <br />of Heritage Landing are proposing 6 model homes on the <br />following lots: Lots 2, 4, and 14, Block 1, and Lots 3, 5, <br />and 7 Block 3. All of these lots are near existing roads <br />so they are easily accessible in case of an emergency. <br />Staff has no problems with the locations of these model <br />homes and recommends building permits be issued as soon as <br />the plat is recorded and a development plan is approved by <br />staff. <br /> <br />4. <br /> <br />Development Plan <br /> <br />Staff did recommend the development plan was approved by <br />staff prior to final plat. Due to changes on the plat <br />grading plan, this has not been accomplished yet. The <br />development plan is really a staff issue. Staff has no <br />problem recommending that the development plan is required <br />to be approved by staff prior to building permit issuance. <br /> <br />5. <br /> <br />Other Issues <br /> <br />. <br /> <br />During the preliminary plat review changes were required <br />that are not reflected on the final plat. The names of 3 <br />streets in the plat were required to be changed and a 10 <br />ft wide easement on the southern boundary of the plat was <br />required. These are minor changes and staff will make <br />
