<br />,(/ <br /> <br /> <br />TO: MAYOR AND CITY COUNCIL <br /> <br />FROM: STEPHEN ROHLF, BUILDING AND ZONING ~ <br />ADMINISTRATOR <br /> <br />DATE: FEBRUARY 24, 1993 <br /> <br />SUBJECT: FINAL PLAT REVIEW OF HERITAGE <br />LANDING BY RICHARD KINCANON AND <br />DENNIS CHUBA, CASE NO. P 93-001 <br /> <br />Heritage Landing consists <br />water. The developers <br />stipulations of preliminary <br />still some issues that need <br /> <br />of 75 lots with City sewer <br />have complied with most of <br />plat approval, however, there <br />to be discussed. <br /> <br />and <br />the <br />are <br /> <br />1. <br /> <br />Park Dedication <br /> <br />. <br /> <br />The City accepted a trail along the eastern boundary of <br />this property as part of the Park Dedication for the <br />plat. Credit should be given against the Park Dedication <br />fees for the value of this land dedicated. In an attempt <br />to stay consistent in computing the value of land <br />dedicated in a plat, staff contacted the County Assessor's <br />office for a market value. Because the property included <br />in Heritage Landing is considered agricultural land by the <br />County Assessors, the market value is estimated extremely <br />low at $1,332 per acre. This is not a realistic raw land <br />value for this propery. Instead of using the assessor's <br />office, staff is proposing we use the documented purchase <br />price for land included in a plat. <br /> <br />The trail dedicated is 32,000 square ft in area. The <br />price paid to the property owner, Mr. Kincanon, by the <br />developer, Mr. Chuba, is estimated to be $3,500.00 per <br />acre. This price will need to be verified with <br />documentation. If this number is accurate, the credit <br />against Park Dedication for this approximately 3/4 of an <br />acre would be $2,571.00. The developers contend that the <br />$3,771.50 per acre charged against the property for trunk <br />sewer and water fees, should also be included in the raw <br />land value. If the Council agrees with this and the <br />$3,500.00 per acre purchase price of the land is verified, <br />the developers would be given a $5,342.00 credit on Park <br />Dedication. I believe Mr. Chuba will be discussing this <br />further with the Council at the Monday night meeting. <br /> <br />2. <br /> <br />Up Front Charqes <br /> <br />. <br /> <br />The developers also raised a concern with Staff regarding <br />fees charges at the front end of a plat. I believe a <br />group of develop~rs are going to want to discuss this <br />issue with the City Council at a future meeting.
