(Use <br />quantifiable terms such as cost to clean out road ditches or tons of <br />soil loss). <br />(c) Is the problem causing area under control of the local sponsor? <br />(d) Identify public benefits resulting from the completed project? <br /> <br />a) The placement or rip rap would provide a long term solution to <br />areas with current erosion problems. Erosion has steadily <br />continued north of the project completed in 1991. <br />b) The bank is severly eroded with a number of dead trees and holes <br />in the riverbank. Floating debris covers the area of erosion <br />during peak flows of the River. We would estimate a tremendous <br />amount of soil is carried into the River, but it is difficult <br />to put a quantifiable estimate on the problem. <br />c) The land adjacent to the River is owned by the City of Elk River. <br />d) We would see at least two public benefits from completion of <br />this project. The first benefit would be to save the Riverbank <br />and minimize erosion polluting the Mississippi River. The long <br />term benefits of saving the Riverbank is to allow the City's plan of <br />construction a boardwalk and park along the MIssissippi River. <br /> <br />- E-S - <br />
