This restriction shall not apply to <br />activities, such as mining operations, which are separately <br />licensed and/or permitted by the City. <br /> <br />3.) Buffer Zone. A Buffer Zone shall be established <br />within the perimeter of the Landfill Property around the waste <br />disposal areas of not less than 200 feet. Within this Buffer <br />Zone, no waste disposal may occur. Permittee shall place an <br />earth berm, landscaped with evergreen trees and protected from <br />erosion, at the outside perimeter of the Buffer Zone. Where <br />the Buffer Zone contains heavily wooded areas, exception to <br />installing the berm and landscaping shall be allowed. <br /> <br />4.) Soecific Additional O~erational Requirements. <br /> <br />. <br /> <br />(01) Leachat~ Transmission Pines. The leachate <br />transmission pipe shall be redesigned for subsequent <br />Landfill phases to include the use of secondary containment <br />capability. Permittee shall annually verify to the City <br />that the existing pipe does not leak. <br /> <br />(02) Backuo Leachate Pumps. Permittee shall maintain <br />backup pumps for use in the event of pump failure at the <br />wet well and leachate storage tank on-site, or shall <br />maintain provisions for restoring temporary leachate <br />pumping within a 24 hour period. Future revisions to the <br />"Contingency Action Plan" submitted to the City shall <br />describe the specific arrangements for back-up leachate <br />pumping. <br /> <br />(03) Leachate Holdina Tank. Permittee shall ensure that <br />the leachate holding tank is pumped out on a regular <br />schedule. It shall be a violation of this permit to allow <br />leachate to collect on the liner to a depth exceeding one <br />foot due to the leachate holding tank being full. <br /> <br />(04) A leachate piezometer shall be installed at the <br />lowest elevation of the liner in the soil storage area and <br />subsequent cell 10 liner areas. <br /> <br />(05) Complete final cover operations for the west Landfill <br />slope by June 1, 1991. A certification report shall be <br />submitted by July 1, 1992. <br /> <br />(06) Install Landfill gas monitoring wells according to <br />the provisions of the "Landfill Gas Monitoring Plan, <br />Phase I Report", December 1989 and modifying submittal <br />dated March 13, 1990. Installation shall be completed by <br />December 1, 1991. <br /> <br />. <br /> <br />(07) Submittal of Phase II Landfill Gas Assessment Report <br />by November 1, 1992. <br /> <br />7. <br />
