<br />. <br /> <br />. <br /> <br />. <br /> <br />The proposed site for the health facility is approximately <br />3,500 square feet. The applicant has indicated the health <br />facility would primarily be used for aerobic classes. The <br />plans supplied by the applicant do not show saunas, showers, <br />whirlpools, etc., however, there are separate mens and womens <br />changing rooms and lavatory facilities. A copy of the proposed <br />site plan is attached for your review. The site plan shows a <br />new sound wall will be placed along the perimeter of the site. <br />This will help to alleviate staff's concerns regarding the <br />effect of such a use on neighboring tenants in the mall. <br /> <br />The proposed hours of operation are 8 a.m. to 8 p.m. Staff <br />feels this is appropriate for this type of use as well as its <br />location. <br /> <br />Because the facility is located within a shopping center, the <br />parking requirement is computed for the entire mall, therefore, <br />parking does not need to be addressed with this request. <br /> <br />Staff feels this request meets the seven standards for a <br />conditional use permit as outlined in Section 900.42. Further, <br />the use will not be detrimental to adjacent and surrounding <br />tenants within the mall and the use is compatible with the <br />shopping center uses. <br /> <br />RECOMMENDATION: <br /> <br />Staff is recommending approval of the conditional use permit <br />request to operate a health facility (aerobic studio) in the <br />Elk River Mall. At the December 22, 1992, meeting the Elk <br />River Planning Commission reviewed this request and also <br />recommended approval subject to the following stipulation: <br /> <br />1) THE SPACE BE SOUND PROOFED <br />
