The <br />proposed owner of the facility is Janelle Swanson of Monticello. <br /> <br />SITE ZONING/LAND USE: <br /> <br />PUD, Planned Unit Development/HB, Highway Business <br /> <br />SURROUNDING ZONING/LAND USE: <br /> <br />. <br /> <br />The property surrounding the Elk River Mall is zoned PUD, <br />planned unit developm~nt, in all directions. The underlying <br />land use is HB, Highway Business, to the north, east, and <br />south, however, to the west it is MR, Medium Density <br />Residential. <br /> <br />CITY SERVICES: <br /> <br />This site is served by City sewer and water. <br /> <br />LEGAL DESCRIPTION: <br /> <br />Lot 4, Block 2, Elk River Plaza. The attached map shows the <br />general location of the Elk River Mall. <br /> <br />BACKGROUND: <br /> <br />. <br /> <br />Janelle Swanson is interested in locating a health facility in <br />the Elk River Mall at 692 Freeport Avenue. The facility would <br />primarily be used for aerobic exercise classes which would <br />accommodate 10-30 students at a time. The proposed site of the <br />health facility was previously occupied by a Hallmark store as <br />well as the Carpet Tunnel store.
