Commissioner Motin abstained. <br /> <br />F. <br /> <br />Review Enablina Resolution/Bylaws <br /> <br />e <br /> <br />COMMISSIONER THOMPSON MOVED TO APPROVE THE BYLAWS AS <br />PRESENTED. COMMISSIONER MOTIN SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />6. Community Venture Network Membership <br /> <br />COMMISSIONER BENDER MOVED TO AUTHORIZE STAFF TO SEND A LETTER TO <br />PELSTRING CAPITAL CORPORATION CANCELING THE MEMBERSHIP IN THE <br />COMMUNITY VENTURE NETWORK PROGRAM AND REQUESTING A PRORATED REFUND <br />IN THE AMOUNT OF APPROXIMATELY $2.000. COMMISSIONER THOMPSON SECONDED <br />THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />7. Rotary Committee Presentation <br /> <br />Executive Director Paul Steinman noted that the Rotary Club Committee has <br />submitted a proposal for the construction of a paddlewheel barge replica at the <br />base of the vacant lot located at Main Street and Jackson Avenue. Paul Steinman <br />recommended that the HRA consider the overall plan for the downtown area first <br />and secondly decide how this proposal fits that plan. <br /> <br />Cliff Lundberg gave a presentation of the project. He indicated that the Rotary <br />Club is proposing that the city fund the project and that the Rotary Club <br />Committee will reimburse the city as the committee undertakes fundraising <br />projects for that purpose. <br /> <br />e <br />
