<br />Case File: CU 06-12 <br />Page 3 <br /> <br />Septic System <br /> <br />At the staff site plan review meeting the condition of the existing septic system was <br />questioned. There is an existing tank on the north side of the building and an existing drain <br />field on the south side of the building. A request of that meeting was the applicant obtains a <br />compliance inspection of the existing system. The inspection came back as a failing system. <br />The applicant then had a plan designed to bring the system into compliance. Also requested <br />was that a secondary site be indicated on the site plan. Staff contacted the licensed septic <br />designer to clarify the ability to provide a second site. It was conformed that a second site is <br />not possible on this site. <br /> <br />The designer did indicate that if there were to be any future problems with newly updated <br />system, a new tank could be added and the existing drain field could be dug up and then a <br />pressure bed added. Staff from the Building Division also stated that the current system <br />could have a monitoring/alarm system put in place to monitor the system to prevent future <br />problems. <br /> <br />Parking and Circulation <br /> <br />The site provides 39 parking stalls with most of the parking stalls being located outside of <br />the property line within the service road. This parking situation within the service road is <br />common with other properties within the area. Staff recommends that if the furthest east <br />stalls are not needed for the facility that they should be removed. <br /> <br />Landscaping <br /> <br />Due to the total amount of paving, retention ponds and septic areas no new landscaping is <br />being proposed. <br /> <br />Standards for Issuance of a Conditional Use Permit (Section 30-654) <br /> <br />The issuance of a Conditional Use Permit can be ordered only if the use at the proposed <br />location: <br /> <br />1. Will not endanger, it!Jure or detrimentallY qffect the use and e,!jqyment of other propertY in the <br />immediate viciniry or the public health, scifery, morals, comfort, convenience or general welfare of the <br />neighborhood or the ciry. <br />2. Will be consistent with the comprehensive plan. <br />3. Will not impede the normal and orderlY development and improvement of surrounding vacant <br />propertY. <br />4. Will be seroed adequatelY b and will not adverselY qffect essential public facilities and seroices <br />including streets, police and fire protection, drainage, refuse disposal, water and sewer rystems, parks <br />and schools; and will not, in particular, create trqffic congestion or inteiference with trqffic on <br />aqjacent and neighboring public thoroughfares. <br />5.
