<br />Economic Development Authority Minutes <br />October 8, 1990 <br /> <br />Page 3 <br /> <br />e <br /> <br />10 <br /> <br />Prospect Status Report <br /> <br />Mr. Mulrooney reviewed the prospect status report with the EDA. He <br />reviewed the 6 prospects which are listed in the memo to the Economic <br />Development Authority from Michael Mulrooney dated October 5, 1990. <br /> <br />11. Executive Director and Economic Development consultant Updates <br /> <br />The City Administrator informed the EDA that the Chamber luncheon was <br />scheduled for October 16, 1990. <br /> <br />Mike Mulrooney discussed a couple other prospects that he has been in <br />contact with that were not listed in his memo to the EDA. <br /> <br />11.5.EDA Reor~anization <br /> <br />e <br /> <br />Chairman Tralle requested the EDA to consider a reorganization of the <br />EDA. He stated that he would like to eventually reduce the council <br />representation to 3 and increase the noncouncil representation to 4 <br />members on the EDA. He suggested that this be done gradually by <br />appointing one additional noncouncil representative in 1991 and have <br />one of the council representatives drop from the EDA and become a <br />Utilities Commission Member. He suggested that Councilmember Holmgren <br />be appointed to the Utilities Commission. Chairman Tralle stated that <br />he felt this would spread out the work burden on the Council and bring <br />in more economic development expertise to the EDA. Chairman Tralle <br />also suggested that a noncouncil member chair the meetings. He stated <br />that with a majority of the EDA members being Councilmembers, and with <br />a Councilmember chairing the meeting, issues sometimes become confusing <br />as to whether they are Councilor EDA related. <br /> <br />Commissioner Kropuenske indicated his support of the proposal. <br /> <br />Mike Mulrooney suggested that the EDA seek legal advice as to whether <br />or not a noncouncil member can chair the EDA. <br /> <br />Commissioner Gongoll indicated that he was supportive of the <br />suggestion. He concurred with Chairman Tralle regarding the confusion <br />between EDA and Council issues. <br /> <br />Commissioner Dobel stated that he would like to see more noncouncil <br />representation but would not like the majority of the EDA to consist of <br />noncouncil members. <br /> <br />Commissioner Holmgren stated that he would like more time to think <br />about the proposal. He felt that the EDA should wait until the new <br />Economic Development Coordinator is hired so that they have a chance to <br />become comfortable with that person. <br /> <br />e <br /> <br />Commissioner Schuldt suggested that no decision be made until the new <br />Council representative from Ward 1 is elected. He felt it would be in <br />the Council's best interest to allow the new Council representative to <br />state his views regarding the proposal. <br />
