Revolvin~ Loan Fund Quarterly Reoort <br /> <br />Finance Director Lori Johnson presented the quarterly statement of the <br />Revo 1 v ing Loan Fund. She noted that the September 31, 1990, cash <br />balance in the Revolving Loan Fund is $101,829.13. <br /> <br />9. Le~islative Uodate <br /> <br />Economic Development Consultant Mike Mulrooney presented the EDA with <br />information regarding recent program and law changes that affect <br />economic development. The two topics discussed were "Tax Increment" <br />and "Prevailing Wage". <br /> <br />Discussion was held by the EDA regarding methods to recapitalize the <br />Revolving Loan Fund. Mr. Mulrooney stated that there are several ways <br />in which to refund the Loan Fund. He stated that some of the methods <br />the EDA may wish to consider are excess TIF funds, grants, or locally <br />raised funds. <br /> <br />6. <br /> <br />Economic Develooment Coordinator Interview <br /> <br />Chairman Tralle introduced Bill Rubin to the EDA members and staff. <br />Chairman Tralle indicated that Mr. Rubin was interviewed for the <br />Economic Development Coordinator position and was the chosen as the top <br />candidate by the interview board. He indicated that Mr. Rubin was <br />present tonight so that EDA members could meet him and ask any <br />questions that they may have. <br /> <br />Mr. Rubin presented samples of marketing projects that he had been <br />involved in at his last place of employment. He also presented a video <br />which he was responsible for producing which marketed the City of Coon <br />Rapids. The EDA reviewed the material presented and viewed the video. <br />The EDA and Staff interviewed Mr. Rubin and discussed his econo'mic <br />development background along with the current and future economic <br />development efforts in Elk River. <br /> <br />The EDA recessed at 8:20 p.m. and reconvened at 8:25 p.m. <br /> <br />COMMISSIONER KROPUENSKE MOVED TO AUTHORIZE THE CITY ADMINISTRATOR TO <br />ENTER INTO NEGOTIATIONS WITH WILLIAM RUBIN FOR SALARY AND STARTING DATE <br />AND TO RECOMMEND TO THE CITY COUNCIL TO HIRE WILLIAM RUBIN AS ECONOMIC <br />DEVELOPMENT COORDINATOR FOR THE CITY OF ELK RIVER. COMMISSIONER <br />GONGOLL SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br />
