<br />. <br /> <br />. <br /> <br />. <br /> <br />Economic Development Authority Minutes <br />April 9, 1990 <br /> <br />Page 5 <br /> <br />Anderson would tell the City up front what he wants to do as a project <br />because that would put the City in a posi tion to determine what they <br />have to offer Mr. Anderson. <br /> <br />Commissioner Holmgren stated that there seems to be a communication <br />problem regarding negotiations the City held between Morrell and the <br />City and the Jenne property and the City. He stated that he has heard <br />that both individuals are wondering when the City will move forward <br />with their plans regarding the properties. It was the consensus of the <br />EDA that a letter be sent to Mr. Morrell and to Irma Jenne restating <br />the City's position on both of these matters. <br /> <br />Commissioner Holmgren reminded the EDA of the Board of Review meeting <br />to be held on Thursday at 6:00 p.m. <br /> <br />Pat Klaers informed the EDA that the Planning Commission will hold a <br />public hearing on Areas C & D which is in the east Highway 10 area. <br /> <br />The Executive Director informed the EDA that the City RDF tipping fee <br />legislation is dead and that the legislative efforts have failed this <br />year but that they may be pursued next year. <br /> <br />Pat Klaers informed the EDA that Larry Rohlf will be applying for a <br />conditional use permit for a mini-storage. He further informed the EDA <br />that the exchange of property between Larry Rohlf and the City and Gary <br />Santwire and the City in regard to tax forfeit property will not take <br />place. <br /> <br />Pat Klaers informed the EDA that the Park and Recreation Commission <br />wants a meeting on May 2, 1990 to review the park plan. He indicated <br />that they are requesting a joint meeting with the Council. It was the <br />consensus of the EDA that the meeting be held on April 30, instead of <br />May 2. <br /> <br />Pat Klaers informed the EDA that the Building and Zoning Administrator <br />has requested that the City Administrator alert the Council regarding <br />the application from Shiely for developing more gravel pits south of <br />County Road #33. <br /> <br />10.4 Commissioner Schuldt <br /> <br />Commissioner Schuldt stated that this would be a good time for Chairman <br />Tralle to fill in the new EDA members on the legislative happenings in <br />regard to the tipping fees. The City Administrator updated the EDA <br />members on the status of the tipping fees. <br /> <br />10.5 Commissioner Gon~oll <br /> <br />Commissioner Gongoll stated that he had heard that Elk River had a TIF <br />percentage of 11%. Chairman Tralle informed Commissioner Gongoll that <br />this was correct if the RDF plant was included. However, if the RDF <br />plant was not included the percentage would be down to 4. <br />
