.

.

.

Page 4

Economic Development Authority Minutes
May 15, 1989

8. Revised Committee Structure

Mr. Fursman indicated that he is requesting the EDA to consider rev1s1ng
the committee structure. He stated it is difficult to keep four
committees together and is proposing that there be two committees, a
Financial Committee and a Strategic Planning and Development Committee.
He felt that two committees would be kept more involved than four.

COMMI SSIONER KROPUENSKE MOVED TO APPROVE THE NEW COMMITTEE STRUCTURE WITH
A FINANCIAL COMMITTEE OF FIVE MEMBERS AND A STRATEGIC PLANNING AND
DEVELOPMENT COMMITTEE CONSISTING OF NINE MEMBERS. COMMISSIONER DOBEL
SECONDED THE MOTION.

Commissioner Schuldt indicated that he had reservations about the
structure, and questioned whether some of the members listed on the
committees are interested in working on the proposed committees.
Commissioner Holmgren indicated he felt that it would be only fair to
first contact the people listed under the committees to see if they are
interested in serving.

THE MOTION CARRIED 5-0.

3.

Hotel Update

The Commission at this time reviewed the Hotel-Conference Center
situation. Mr. Fursman indicated that the developers will now determine
whether or not the $70,000 for utilities will fit into their break even
point. He stated that if the utility costs kill the project, then the
EDA will have to determine at what point utilities make or break a
project and at what level the City gets involved in the utilities.

The Commission discussed what would happen in the eastern development if
utilities are not extended to the eastern portion of the City. Mike
Mulrooney indicated that it would definitely effect the type of growth in
that area and that it would eliminate any industry or establishments that
would require the use of utilities.

The Commission discussed the extension of utilities to the western end of
the City versus going to the eastern end of the City. Commissioner
Holmgren voiced his concern regarding the risk factors in bringing
utilities to the west. The City Administrator indicated that he felt
there were risk factors going east or west. However, going to the west
created less of a risk than going to the east, as going west was planned
through the Growth Management Plan Task Force and the area is currently
less developed.

9.

Mork Update

Mr. Fursman updated the Commission on Mork Clinic's progress. He stated
a closing date for the site has been scheduled for May 25, 1989.
