The south <br />part of the PUD, west of Highvmy 169, be returned to previous plan under <br />R4 zoning. Commissioner Fox asked if there were any problems with Fourth <br />Street in that ~ is in the C2 and ~ is in R4. ~~. Johnson saw no problem. <br />Commissioner Driessen asked about Lot 360 on Holt and thought that the <br />ovmers there might acquire that property and we would be splitting zoning <br />there. V~. Johson stated it would be split from along back property line <br />and it has to be split someplace there. <br /> <br />~tr. and ~trs. ~nton Hipp (of the East Side Citizens Group) asked about PUDs <br />and why 20 acres. Vtr. Middaugh explained this to them. ~~. Hipp said that <br />he felt a developer would not be interested in talking to a neighborhood <br />group after it had all been platted. He also felt that there was less <br />control and that they had less say as to what went on so far as public <br />hearings. The procedure was again explained to him by lfrr. ~tiddaugh and the <br />Planning Cowmission. <br /> <br />Court House ftxea - ~tr. Johnson suggested that in terms of land use the <br />southern 200 acres should be planned for single f~mily lots with RIB zoning. <br />The Court House has 20 acres which falls into C2 zoning. He discussed the <br />possibility and probability of increased activity at the Court House at <br />full development with the number of jobs created and suggested the 20 acres <br />on the west side of the Court House be zoned C3. Also, any development <br />along Highway 10 on the west should be required to face on a service road. <br />South of Highway 10 and east of the Court House should be higher density land <br />use, PUD with 40 acres toward the fairgrounds. He also felt a developer <br />should be restricted until ade~uate services can be provided and some of <br />the problems worked out in that area. <br /> <br />~rr. Middaugh indicated on the Zoning Map, Custom Motors Salvage Yard and <br />suggested changing it to RIB so that this could not be expanded and also <br />so that other industries \'Tould not have a "foot in the door" in that area. <br />He also said Custom Motors would be able to continue its operation, but <br />would not be able to expand. <br /> <br />Commissioner Driessen expressed his concern about the zoning change where <br />his house is located and if it were destroyed would he be able to rebuild. <br />COID~issioner Fox suggested it would have to go through a zone change before <br />he could rebuild. <br /> <br />Paul Carton discussed the four acres he would like added to the I-1 zone. This <br />property is located north of Co. Road 1, east of the railroad tracks. He asked <br />about building permits for there and also felt that the area should conform <br />with that near it. Commissioner Fox felt that changing this to I-I with the <br />5\.ramp bet1'Teen it and the residential area vTould prov-ide a good buf:fer zone. <br />~~. Carton said he could not see anyone wanting to put a house on that property. <br /> <br />~tro Middaugh said there should be a clarification on conditional use for C-3 <br />inv-ol ving light manufacturing as to \.rhether it \,ras sale and manufacturing ; it <br />should require both sales and retail including manufacturing as it would be <br />both. Commissioner Fox recoID~ended the language should be changed. Commissioner <br />Lucas said he did not like the vTord manufacturing as it could be twisted <br />around to mean something else. <br />
