<br />. <br /> <br />. <br /> <br />. <br /> <br />Midwest Asphalt Corporation - 2006 CUP and License Application <br /> <br />Page 2 <br /> <br />If ~AC intends to excavate below the groundwater table, the CUP should require the development <br />of a groundwater monitoring system and annual monitoring for potential groundwater impacts. If <br />MWAC does not intend to excavate into the groundwater table, the final reclamation plan should be <br />modified to increase the base grade elevations accordingly. <br /> <br />Surface Water Conditions <br /> <br />The surface water conditions are described on page 12 of the application and indicate that surface <br />water is contained within the mining operation or within containment areas with overflow pipes. If an <br />overflow pipe is associated with the containment area in the western portion of the site, it appears <br />that offsite drainage would be to a wetland area further to the west. Containment areas or <br />sedimentation ponds with outlets should be designed and constructed using accepted practices to <br />handle the potential surface water flow. <br /> <br />Environmental Spill Plan <br /> <br />I recommend that the Emergency Spill Prevention and Counter Control Plan and a storm Water <br />Pollution Prevention Plan (SWPP) be filed with the City. The current versions of these Plans should <br />cover all areas and activities within the 2006 Operations Plan for the site. The Plans should provide <br />that adequate spill kits be available at the site in strategic locations where spills may occur. I <br />recommend that ~AC conduct maintenance of the site equipment on hard surface areas only, to <br />facilitate containment of spills should they occur on the site. <br /> <br />A specific refueling location(s} should be identified in the Plans in an area(s} where spill response can <br />be effectively implemented.
