<br />13. What Market research has been done. Toll~fine had done something. <br />(It sounded like they had read the grown report and has concluded that a <br />new shopping center was feasable}. It was reported by Mr. Permort that They <br />say the trend is in this direction . <br />14. Mr. Gangell Asked Mr. Permart if he and his people would be willing <br />to proceed with a planned unit development. He said they would. <br />15. Other service roads were brought up and Mr. Perrnort was in favor of <br />them. It was suggested that a service road could be built all the way from school <br />street to Main street, along the Highway right of way. This would tend to keep <br />traffic off of Evans. It was also suggested that traffic from the present business <br />district would go north on Jackson te School Street and then Come into the <br />Shopping center from the North, ranther than go through any streets that might be <br />constructed from the shopping center west therough the residential district. <br />16. Getting another exit from 169 was suggested and Mr. permort said that <br />when the traffic became bureansom an application to the state for another <br />exit half way between Main and School streets could be made.. (P.S. This secretary <br />knows of his own knowledge that the policy of the Highway department is to make such <br />statements, but that they also say that the state Purchased the restricted acces and <br />that they do not sell the states property-~-tothis date, I, as Register of Deeds <br />have not seen a change from the restricted access as originally set up). <br />17, Lloyd Brutlog, a resident from the area whated to make a statement before <br />discussion was cut off: He said that the Area was committed to R~l; That a new <br />shopping center would not solve or so improve the tax base as to solve our problemsi <br />That the open space, as it now is is more desirable; That a change from R-l to C-3 <br />would add to the hodge-podge we already have; and that such a change would be bad <br />planning. He also said that such a change would cause safty problems, lighting problemsr <br />and traffic flow problems and would thus b~ poor planning. <br />The people present were asked If they would like to register their feelings <br />by a show of hands and since ~they were,the call for the show of hands showed <br />Gordon Permort in favor and l8 against. <br />This was the end of input and the matter was laid on the table in order to <br />proceed with the second hearing scheduled. <br /> <br />Earl Hohlan appeared to change the Soning on part of the land Southwest of Highway <br />No. 169 in the SE~ of SE~ of Sec. 34, Twp. 33, Rng. 26, excpet the Hoffman tract and the <br />Miller Tract which are all now zoned as GR~4. <br />The commission was of the opinion that if any of it was to be changed, it should <br />all be changed West of the Highway. Since there were no indications of driveways or <br />access or grading, it was suggested that the applicant submit a drawing of the area <br />showing these things. It was M.S.C. that Mr. Hohlan bring in a plat plan and that <br />we hold a special meeting to pass on the change of zoning. <br /> <br />Mr. Permort was still present and the commission asked him concerning drainage, <br />sewer, etc. and it appeared that he felt that the village should see to it that the <br />valuable area was properly drained so that it could be developed and that he would, <br />of course, pay his share--area-wise. Mr. ~acGibbon said this was begging the question, <br />and that he couldn't seet granting any change in the face of the opposition that had <br />appeared. Mr. permort said he could get any number of people that would agree that <br />a new shopping center was desirable, so he was asked to provide some input from the <br />people in the neighborhood that would show the commission that there was some community <br />support in the vacinity of the area to be changed. <br /> <br />The matter of the constuction of an addition to the Donohue building to be <br />used for a post office was brought up and since ~ he was proceeding without <br />a building permit it was decided that the first step to enforce the zoning regulations <br />wo"Uld be to P9~t a notic;e that the con~tructi,on w~s :!-.n yi.olat~,on of tn.e zoning ~e<;JUlati9n$. <br />
