<br />Village Planning COmmission Meeting <br />Monday April 30th, 1973. <br /> <br />Tbcase present: <br />Al Bailey, <br />Rex Oettinger <br />Dan Bailey <br />RIchard Gongoll <br />John MacGibbon, <br />George Zabee <br />Larry Toth. <br />Hilmer Bartelt, Mayor-Member. <br />Clifford Lundberg, Councilman <br /> <br />First Order of BUsiness was the hearing on the application of Gordon <br />permort for a change of zoning on land North of the Nursing Home, West of <br />Highway No. 169, South of School street, and East pfWalkers Addition Revised. <br />Mr. Permort stated that the change of zoning was necessary to allow <br />the cOBstruction of a shopping center on this tract, to consist of (when <br />completed) about 100,000 Sq. Ft. The site plan included a buffer zone <br />west of Evans extended north to School Street for town houses, etc. <br />There were about 20 people present that were mostly home owners on the <br />land to the west of the proposed change. <br />The first point that was raised in the way of objections was that the <br />traffic on School Street qould be greatly increased because of the shopping center. <br />Mr. Permort contended that there might be a decrease of traffic on school street in <br />that some of the traffic that now goes down town would not have to use school <br />street west of the new shopping center. <br />The point was made that the new school would also increase the traffic <br />on school street. <br />3rd objection: That the state would not allow a residential street to be <br />used as a road to a shopping center. It was contended that a new comprehensive <br />study would have to be made before such a zoning change as that proposed (From <br />R-l to C-3) could be made. <br />4th: The traffic into the ~ shopping center would have to make left <br />turns to get to the shopping center. <br />5th: Question was asked "Will the Shopping Center really lessen the potential <br />traffic on School Street. <br />6th: Is this honestly the best place to build a shopping center. Mr. Permort <br />Thought it was. <br />7. In the Rest Home in favor of a Shopping center at this location. <br />There was some feeling that it might be handy for some of the people in the <br />proposed care center which is now only a proposal where the occupants could <br />walk to the shopping center for some of their needs. And there Has also some <br />sentiment that the increased traffice on Evans would be dangerous to Old People. <br />8. There was feeling that this residential area did not need the extra <br />congestion that would be brought about in connection with the schpping center, <br />and that the extra traffic would endanger children. <br />9. Concerning traffic Mr.Permort said that traffic would stay off Highway <br />No. 169 and use the service roads that he contended would be made along <br />Highway No. 169 from Main Street North beyond School Street. <br />IO.It was contended that a change from R-l to C-3 was too drastic. <br />ll.A recent builder of a home in North Terrace Addition (nest West also) <br />could not face her ~~x garage on School street because it would increase the <br />traffice hazard there, how could a ~ Shopping center become involved with <br />school street without muhh more increasing the traffic problem there. <br />12. The contention that a new Comprehensive Land Study would have to be <br /> <br />made befor~ thiE;. ch,ange of zont,ng would be le~al. <br />
