.

.

.

Park & Recreation Commission Minutes
December 2, 1992

Page 2

a loan over about 10 to 20 years. The Soccer Association may also be
asked to contribute.

Pat Klaers, City Administrator, stated that he felt the commitments
from District 728 should be secured before anything was considered by
the City.

Commissioner members questioned if such a complex would eliminate the
need for a future 80 acre athletic complex development. The Commission
agreed that the four field complex proposal may be possible and would
be a short term solution, but the need for more property is still there
for the long term. The Park and Recreation Commission requested staff
to contact Mr. Holzem regarding the 80 acres on the east side of the
City. Also, the Commission requested that the four field complex be on
the agenda for the January meeting.

Councilmembers Holmgren and Dietz both spoke in favor of a cooperative
effort by the City, the School District, and the Little League Baseball.

5. Continue 11/4/92 Snowmobile Trails Discussion

The Park and Recreation Commission held a short discussion on
snowmobile trails within the City, but no action was taken because the
Commissioners felt they needed input from the Snowmobile Association
and there was no one representing that group at the meeting.

6.

Commission Vacancies

Pat Klaers informed Commissioners Clete Lipetzky and Dana Anderson that
if they were interested in being reappointed to the Commission they
should submit letters of interest to the City Council.

7. Park Dedication Fees

Discussion was held on City Park Dedication Fees.

CHAIR ANDERSON MOVED TO RECOMMEND TO THE CITY COUNCIL THAT PARK
DEDICATION FEES FOR RESIDENTIAL LOTS BE INCREASED TO $500 PER LOT WITH
COMMERCIAL LOT FEES REMAINING AT $1,000 PER LOT FOR NON-SEWERED AND
$1,500 PER LOT FOR SEWERED LOTS. COMMISSIONER LIPETZKY SECONDED THE
MOTION. THE MOTION CARRIED 5-1. Commissioner st. Dennis opposed the
motion.

8.

Woodland Trails Park Update and Discussion

Phil Hals gave an update on the grant application with Minnesota
Outdoor Recreation (LAWCON). Phil stated that grant officials
indicated to him that the railroad trail/Woodland Trails park grant
application has a good chance of being funded in 1993, but at this
point the State grant fund is only about $250,000 total so there only a
very slight chance that the City's grant would be funded in full.

Chair Anderson suggested that the
boundaries of Woodland Trails park and

City install signs
replace regulatory

on the park
signs that
