DENNIS MOVED THAT THE PARK AND RECREATION COMMISSION <br />RECOMMEND TO THE CITY COUNCIL THAT THE $3,000.00 SHORTFALL BE PAID FROM <br />THE 1992 GENERAL FUND PARKS CAPITAL OUTLAY BUDGET LINE ITEM. <br />COMMISSIONER DANA ANDERSON SECONDED THE MOTION. THE MOTION CARRIED <br />3-0-1. CHAIR ANDERSON ABSTAINED. <br /> <br />6. <br /> <br />Update By Staff on Items of Interest During June, July and August <br /> <br />Phil Hals updated the Park and Recreation Commission on issues that had <br />taken place since the last meeting. <br /> <br />1. The City's purchase of a 1/2 acre parcel of tax forfeited property <br />on the west end of 191 1/2 Avenue. <br /> <br />2. The filing of a Woodland Park and Railroad Trail grant application <br />to the Minnesota Outdoor Recreation Program. The grants will be <br />awarded in February with three years allowed to complete the <br />project. This is a rather ambitious project to assume with all of <br />the other park and street demands that are put on the Street/Park <br />Department. <br /> <br />3. Pat Klaers reported that the Guardian Angels Foundation had decided <br />against paying park dedication fees for a platted development at <br />3rd Street and Evans Avenue. The Commission indicated that they <br />felt the Guardian Angels Foundation should pay park dedication fees. <br /> <br />. <br /> <br />4. Pat Klaers reported on a meeting with City staff, Community <br />Education Director Charlie Blesener, Area Park and Recreation <br />Director Jeff Asfahl, School District Athletic Director Mike <br />Hanlon, and School District Maintenance Superintendent Roger <br />Hanson. The meeting was to clarify issues regarding the use and <br />maintenance of the athletic fields at the Community Education <br />site. A second meeting is scheduled for September 29, 1992, so <br />more information will be made for the Park and Recreation <br />Commission at their October meeting. <br /> <br />7. Discussion on Plans for the Coming Year <br /> <br />1. Several cities have instituted programs to provide trees for <br />citizens to plant. Information is available if the Commission would <br />like to support such an arrangement in the future. <br /> <br />2. Phil Hals raised the question if the Commission would support an <br />Adopt-A-Park program, whereby individuals or organizations would <br />assist in park clean up and beautification and be recognized for <br />their efforts. Phil noted that a youth group from st. Andrew's <br />Church has done some clean up in Lion's Park on an volunteer basis <br />and has done a commendable job. <br /> <br />8.
