<br />. <br /> <br />. <br /> <br />. <br /> <br />Elk River Park and Recreation Minutes <br />February 5, 1992 <br /> <br />Page 2 <br /> <br />7. <br /> <br />Orono Park/City Hajj Discussion <br /> <br />Chair Anderson stated that the Park and Recreation Commission has had <br />some information on the City Hall proposal but he expects the <br />Commission will need two or three months to consider the options and <br />make recommendations to the City Council. <br /> <br />Greg Nadeau indicated that he is representing the Moldenhauer (Lake <br />Orono) Addition residents and listed their concerns. These concerns <br />included: <br /> <br />1. <br />2. <br />'l <br />u. <br /> <br />To have a buffer between their homes and the development. <br />Leave as much vegetation along the lake as possible. <br />Minimize the exterior lighting around the City Hall building. <br /> <br />Greg Nadeau stated that the neighbors do favor a pathway system along <br />the lakeshore. <br /> <br />Phil Hals presented an area plan (see attachment) for the Commission's <br />consideration. Phil explained that the plan contained suggestions for <br />facility locations such as tennis courts, basketball courts, a pathway <br />system, a tree buffer, picnic shelters, the fishing pier, a water tower <br />and two bal1fields. <br /> <br />Chair Anderson suggested a 5 foot wide sidewalk on the south side of <br />the proposed parkway and a 10 foot wide bituminous bike path on the <br />north side that could be connected to the park trail and eventually <br />"looped" to create a 1 to 2 mile circle. <br /> <br />Mr. Nadeau stated that the area residents support tennis courts and <br />basketball courts, but were against a parking lot in the southeast area <br />of the plat. <br /> <br />Commissioner Olson stated that the City now has some park facilities <br />without off street parking that are a problem. <br /> <br />Phil Hals indicated that he supported off street parking. Pat Klaers <br />said that there may be other uses for the small sections of property, <br />but this site may become the tennis center for the City as ten (10) <br />courts can fit into this area. <br /> <br />Mr. Nadeau stated that the residents oppose court lighting. <br /> <br />Mr. Dilly expressed a concern that a lakeshore pathway with benches may <br />attract transients, derelicts or drug dealers and that an expanded <br />picnic area will increase the trash problem. <br /> <br />Chair Anderson explained that the Park and Recreation Commission will <br />be considering the proposals at future meetings which the neighbors are <br />welcome to attend and all Commissioner's appreciated input from area <br />residents. <br /> <br />6. <br /> <br />Election of Officers <br />
