<br />Park and Recreation Commission Minutes <br />December 5, 1990 <br /> <br />Page 2 <br /> <br />. <br /> <br />The Commission rejected the idea of forming a committee to review the <br />current status of recreation activities and park activities along with <br />future goals for recreation and park activities and directed that the <br />topic of an Elk River Park and Recreation Coordinator/Director job <br />description be placed on the February agenda. The Commission stated <br />that this was the first step in the hiring of a staff person and that <br />this step of knowing what the individual would do once hired would lead <br />to a more timely filling of the position once it was authorized. The <br />Commission stressed the importance of having Community Education <br />Director, Charlie Blesener, of the School District, in attendance at <br />the next meeting as a significant amount of the job description will <br />relate to recreation activities in an area wide scheme. Additionally, <br />the Commission restated its goal of hiring a staff person in order to <br />have the Master Park and Recreation Plan implemented to the fullest <br />extent possible when taking into consideration the limited amount of <br />funding that is available. It was noted that some of the duties <br />suggested for the committee in the City Administrator's memo dated <br />11/29/90, would most likely be the first duty once a staff individual <br />was hired. These duties relate to providing everyone with a clear <br />understanding of the existing park and recreation functions of the City <br />and School District and also working on the goals for what a future <br />park and recreation system should develop into in order to serve the <br />community and surrounding areas. <br /> <br />. <br /> <br />6. <br /> <br />Implementation of Master Plan and 1991 Work Pro~ram <br /> <br />A brief discussion took place regarding the City's efforts to purchase <br />flat open land that can be developed into youth recreation fields. It <br />was noted that pursuing this purchase is temporarily on hold until it <br />is determined what the School District is going to do in terms of <br />purchasing a site for a new school in Elk River which is anticipated to <br />be opened in 1992. The purchase is on hold because the school site may <br />provide an opportunity for developing youth recreation fields without <br />the City purchasing land. This issue is anticipated to receive more <br />discussion at the February Park and Recreation Commission meeting <br />provided that the School District has made progress in its site <br />selection and purchase. <br /> <br />Discussion took place regarding pursuing a City LAWCON Grant for the <br />development of the Woodland Trails Park. The Commission expressed its <br />desire to have staff explore this possibility and report back to the <br />Commission. <br /> <br />7. Staff Updates <br /> <br />7.1 Charlie Blesener <br /> <br />No update was provided as Charlie was not in attendance at this <br />meeting. <br /> <br />. <br />
